If the house you saw is HUD or a Short Sale, sometimes you can get priority with the listing agent.  He will get both commissions, and will work hard on your behalf.  After losing 4 full price, all cash, offers on short sales, we got smart and got one by working WITH the listing agent.

On a regular sale, then a buyer's agent is best.

If you are not working with an agent (and you should at least consider getting your own representation), you need to contact the agent on the yard sign and explain your intention - but remember that agent is working on behalf of the seller and will want the best deal for the SELLER.  That agent will guide you.  If there is NO agent and the home is being sold FSBO (For Sale By Owner) just walk up to the front door and talk to the owner.  You will need an attorney to draw up the proper papers.

WOW, how exciting!  Great to see a question like this and the answer is to simple, go to the review section of Zillow and scan through agents in your area and check out their reviews.  Once you find one you are happy with, contact them and tell them how and why you contacted them.

Call a Realtor you trust to discuss the home you are interested in.  Have the Realtor discuss market value and ask questions......have them write a contract......Good luck!

You should contact a buyer Broker in your area and have them work with you to craft an offer. You should not contact the listing agent, they work on behalf of the Seller.
