Amazing; the original poster indicates the area of interest for the question was Palm Beach Gardens, Florida; and yet some Realtor® states if the question was about North Carolina that they have links...

If you are interested in bidding at the foreclosure auction anyone can participate but you must be a cash buyer and know the rules of the game as it can be complicated. If you are going to bid you need to do your due diligence including a full lien search, inspect the property the best you can and know the market conditions surrounding that property. Jumping in without doing your homework can be an expensive lesson.

If you are interested in purchasing a home that has already been foreclosed upon most are typically marketed through the Multiple Listing Service and you should be aligned with an agent who fully understands your needs and is able to immediately notify you of new opportunities as the best deals are going fast.

There are several ways to purchase bank owned or REO properties.  Since banks are not allowed to list their own properties, they list them with real estate brokers and agents who put them in the MLS. 

Government owned "HUD" properties must be purchased by using a certified HUD agent (like myself).

Another options would be purchase a property "on the courhouse steps".  That process is actually done online with a lot of municipalities now and is a bidding process. There are some additional land mines to be aware of in you decide to go that route. 

My recommendation is to work with a seasoned Real Estate Professional who is able to assist you with a foreclosure purchase and has developed relationships with REO brokers and their agents. While foreclosures are offered at a discounted price, these properties have no warranties by the seller/bank.

Foreclosures are listed with local agents and put on the market for sale.  You should be working with an agent to help you isolate these properties based on your criteria.

Be aware, that well priced good clean properties are selling over list price with multiple offers, typically all cash. 

For the average buyer, looking online for these properties will cause more headaches than it's worth.  Most of the online properties are long gone, or not valid listings.
