I agree with Cindy. You'll want to get pre-approved so that you have a solid handle on what you CAN buy, so you'e not wasting time looking at the wrong homes.
Then find an agent that has shortsale/pre-foreclosure experience. These homes are not the typical sales cycle that ohter homes have. Many require extra patience on your part, and having an agent you like, as you will be together for a while during this process.

You contact a local agent who is experienced in working with short sales/pre-foreclosures. It could take an extended amount of time, but you still need to be prepared from the beginning. Also, talk to a loan officer to get your financing in order.
