HUD listing query

Recently I saw a property listing in HUD homestore and found the following note. 
Can anyone explain this please? 

FOR UTILITY TURN ONS, APPROVAL MUST BE GRANTED IN ADVANCE FROM HUD's FIELD SERVICE MANAGER.IN CASES WHERE PLUMBING OR ELECTRICAL DEFICIENCEIS EXIST, APPROVAL FOR EITHER OR BOTH UTILITIES TURN-ON MAY BE DENIED.

We sell HUD homes and basically it's AS IS. You need to know what you're buying -- and I tell buyers to assume the worst. Assume nothing works. Assume pipes can burst when you turn on water from freeze damage, assume no appliances operate, etc. Then if they do work it's a bonus! But if you want to inspect something you can do it, but only if you can get the utilities to turn on the water, electric, etc for a short time. You are responsible for any fees as HUD won' t pay them

If you want to do an inspection on a HUD home you will need to basically petition the management company to turn on the utilities for a very short period of time.  To do this, you'll have to complete a request form and often times you will have to pay a pro-rated amount up front.  Once the approval is granted you will have a couple of days to do the inspection.  In the event that there is a known plumbing or electrical issue you can expect the utilities activation to be denied.  The forms and processes vary from state to state and management company to management company.  Best thing to do is talk to the listing agency in the HUD Home Store, or speak to an agent who is familiar with HUD transactions.
