Had to rent primary residence...how do I refi?

My husband recently retired and we had to move to another city, but were unable to sell our primary residence. We purchased the house near the top of the market in 2007. It is now rented but the rental income does not cover the current mortgage. We would like to refi. We have excellent credit.

I believe that we qualify for HARP 2.0 unless we are disqualified because the house is now rented. True/False? What is the process of refinancing a former primary residence once it becomes rental property?

The FAQ on HARP is incorrect, 

You must have closed you current mortgage on or before May 21, 2009

- should read:

The mortgage must have been sold to Fannie Mae or Freddie Mac on or before May 31, 2009. (This is different than having closed prior to May 31, 2009 because eligibility is based on delivery date to the GSE and not closing date)

It also says: 

You cannot have completed a HARP refinance since June 1, 2009;

- should read:

 The mortgage cannot have been refinanced under HARP previously unless it is a Fannie Mae loan that was refinanced under HARP from March-May, 2009
