Harp 3.0? Loan servicer NOT loan originator...

Does anyone know if there will be provisions in any upcoming relief programs that will help people qualify for refinance if their loan servicer in not the loan originator?  I started with a 2 year arm and refinanced at two years to a conventional.  That mortgage went from TB&W to BOA, then to WF.  Since its a Freddie backed loan and about $20k underwater, WF does not have to help us refi under HARP because WF is not the mortgage originator.  I'm curious if there will be any change in this rule in the future to allow us to take advantage of the current lower rates.  I know noone has a working crystal ball, but has anyone heard any rumors or gotten a look at any current legislation coming through the senate that may help us and others in our situation?  Thanks!  -James

 James,

HARP 2.0 will allow anyone to refinance your home if it owned by Fannie or Freddie.  Wells may have made a business decision to not do refi's unless they were the originator (as they have with FHA streamline refinances).  However, any lender with access to the HARP 2.0 product can help you.
