If the neighborhood is not finished out and the land is still for sale from a previous foreclosure I would reccommend to steer clear. Unless it is a firesale that you can get the home for half the value of what it is worth.
I have experience with a similar situation that is still not at a completion stage and the townhome builder went under 3 years ago. Every townhome in the subdivision is about 50k lower than what the people paid for them.

The builder in this neighborhood was a small builder call Springfield Townhomes and the owner was Larry Reisman. Most of the units got foreclosed on. The HOA is not operational and I think the builder went out of business. Someone will eventually purchase the lots and build more.
The one HUD unit on the market is under contract right now.
There are a couple of builders still building townhomes in the Las Colinas area from the high 100s to high 200s depending on the finish out.

There is one available at the moment. It is a HUD listing for $112000. When can I show it to you? Inspection reports are available on HUD listings, so you know before making an offer the condition of the property.

There is a HUD townhome foreclosure in Hardrock Estates listed at $112k. Springfield Townhomes Inc is who built the townhomes. Do not know if it will finish building and not really sure if there's any way to find out. I pulled the builder name from the tax records to at least give you the name of who built the structure. Let me know if i can help.
