Has anyone or do you know someone who received down payment assistance and what is the process?

Check with your local city or county. They may have a homebuyer program. You may be required to take a course which will educate you on the homebuying process.
If you have a family member that can assist you with gift money, you can pay it back with the $7500 tax credit (or 10% of the sale price) for buyers who have not owned a home in the past 3 years.
Of course, you can always ask the seller to help with the closing costs so that the money you do have can go to the down payment.
If you don't have an agent, it's never too early to find a buyers agent that can help you through this process. They can tell you what is available in your area.

here in Florida there are a couple of option for example
local county gives down payment money or the state offers funds either way you will need to go thru a lender if you need one let me know .
