Use B-I-N Shellac Based Primer / Sealer First. It seals the wall, and keeps the moisture out of the wall paper behind it. This way the new paint sticks with out making the wall paper peel off behind the new paint.

I just painted over vinyl wallpaper. One coat of Kilz, cause it was a very colorful flowery pattern, then followed with a coat of Behr Premium Plus; has primer and paint in same mixture. Worked great and it motivate dme to paint a bathroom that I was going to leave fun-painted or the same reason (colorful flowery pattern). Since time may be a issue with you, you might just go with the primer+paint combo by itself. Behr is the only manufacturer I know of and it is available at Home Depot.

If it has a sheen to it, it would be best to lightly sand it first, then prime it and then paint.

Like vinyl wall paper or some sort of laminate covering?  Either way use oil based primer first and it should stick.
