If work done on your home was permitted, then the information is found at the Building Department of the city you live in.  If it was not permitted, then that information could be obtained by the existing owners if they themselves performed the upgrade/update.  To determine what city has jurisdiction of your area, use a Thomas Guide.  In San Diego, you either live in the City of San Diego, The County of San Diego or Incorporated cities within San Diego.
