Hi Elenie1231, if you place a bid on a house and another offer comes in with another agent.  Your agent most likely is not going to know what the other bid is.  The Listing agent usually will not discuss what other agents offers are.  Hope that answers your question

That can indeed be frustrating.  Have you been asked to offer "highest and best"?  If so, offer what feels right to you if the seller doesn't wish to share the other offer information.    If you doubt there is another offer, you aren't required to change your offer.

In that case then how would I even know how much to go back at to go over the other persons bid and who to say there even is another offer with out knowing or seeing the other peoples bid ?

No, your agent has no obligation to tell you and may not know.   If the seller wishes to release the information, they can tell their listing agent.  The seller has no obligation to release the offer price.
