Do not assume anything. Many old timer home owners receive property tax estimates from the County Tax assessor due to fluctuations in neighborhood prices.
This is common as a distressed property or a overbid sold home affect the way data are presented.

On many of these homes however, the property taxes jumped up by 16% in 2008/2009. I assume that the jump took place because of a "sale" because the accessed value of the property is roughly the same (it is increasing by 2% each year). Is this correct to assume that a sale did occur in 2008/2009? How does one get the sales history of a home (without contacting a REA as I feel it is not kosher to contact an REA until I am ready to buy a particular home and I do not want to feel obligated to any particular agent).
