Windows, doors, cabinetry and the like are 'make or break' by the finishing
process...via the finish carpenter.
The cheaper the process the cheaper the look, drywall wrap would be the cheapest then there is the picture frame look, I personally don't care for either.
If you want a great finish look for your window you can get it by changing the way the window is finished or trimmed out.
You will need to pick up a 'Trim' book, you can find them at Lowes or get on Amazon and find a used one. however you can't see inside the ordered ones.
This book will show you different variations of wall treatments as well as windows, many of them even break down the process for you.
Skill level on this ( based on 5) is probably a 3+ so you may want to hire a finish carpenter...this skill usually is a 60.00+ per hour one, but understand that a good finish carpenter can do a lot in an hour.
If he or she (finish carpenter) does their job well...you probably won't even
want to put a window treatment on it.
Finding a finish carpenter may be hard too, it is a trade that is slowly being lost.

A lot depends on the price range of the home.  The range of value in your home really dictates what upgrades should be done for maximum value.  Without knowing the values nearby it is really hard to say.
