You have the right idea, but maybe the wrong dates. Here is a link to the assessor's site explanation: http://cookcountyassessor.com/sevenpercenthomeowner.aspx
I would recommend that you always dispute your assessment, which you can do yourself or use a consultant. I can refer some if you like.

Homeowners deduction calculation
I understand the assest value preparred by the local assessor. That, you can appeal.
But how is the HOMEOWNER'S DEDUCTION CALCULATED?
I live in Elk Grove Township, Cook County, Illinois.
My homeowners exemption for the year 2008 was $1,800, for 2009 was $1,400, and I've just my property tax bill recently for the year 2010 and the bill is another $1000+ more. My homeowner's deduction was reduced to $400.
How is the HOMEOWNER'S DEDUCTION CALCULATED?
I read somewhere on the Internet that deduction might be calculated based on a difference of assest values between 1977 value and todays assest value. But how can you obtain the previous assessments especially if the house was built 1977.
Any advise would be greatly appreciated
