How are these properties purchased for $100?

Are these properties that banks that have foreclosed on? Are they repurchased by the banks (REOs) or are they purchased at auction by investors/flippers?

I just want a house to live in and would like to know how to purchase these properties for $100.00

they were purchased off auction or from the city back in the day before Springfield started being renovated
