How can I get a small loan to fix up a home FREE and CLEAR in another state?

I bought a home in Indianapolis, love the home, and want to fix it up, but I lost funds in 2008, and I need a small loan to get the work done, but when I go to banks, they PRE APPROVE me, and before long I hear NO, we can not do it.  They need 3 months of rental payments, or they dont like the way the house looks.  If the house was in great shape I would not need the loan....  any ideas? 

My credit score is good, it is not the score..... but there is a snag somewhere.

A couple of possible ideas may include going to a local bank and see if they will provide you a line of credit (HELOC) on the property, or your current property.  Another idea, may be to apply for a line of Credit from a Lowes or Home Depot.  Many times they will provide interest free for a few months and save you some money there.
