Almost any photo program will resize photos. I find microsoft paint is a default program on Windows systems that is fast and easy for resizing.

Unfortunately I am still having difficulty successfully posting the photos with a 2.77 MB.When I hit the submit button after attaching photo, a window pops up saying can upload only with JPEG ,,, and also that photos need to bbe 2.0MB.
I went through many attempts downloading the Microsoft Office Photo Manager as you instructed.
Any other thoughts?

There are online programs that are free where you can upload your image and it will reduce the size. Try typing in on google, free image resizer. If you are using a Windows computer there is a program called Microsoft Office Picture Manager where you can resize.
