How can I reverse geocode using Zillow's API to get the Neighborhood? (NYC)

I want to use Zillow's API to form a URL with latitude and longitude, and have it return just the Neighborhood name (for example, Gramercy Park).  Or at least, it should output that info as part of the XML so it can be parsed.  Google's API is way too inaccurate for NYC and returns things like "Midtown" for geocoded addresses, or outputs 2-3 neighborhoods per reverse geocode, making it hard to parse...I'm hoping Zillow's is better.  Or if you know of any other site/API that can do this accurately for NYC (mostly Manhattan), that will work, too.

Please provide an example actual URL to use, for example:

http://www.zillow.com/webservice/GetRegionChildren.htm?zws-<MY_ZWSID>&state=ny&childtype=neighborhood

I am aware of the GetRegionChildren API (http://www.zillow.com/howto/api/GetRegionChildren.htm), but as many times as I read this page I can't figure out how to reverse geocode or specify neighborhoods in the output...I need some actual examples, please.
