You can look at the past tax assessed amounts and look at their tax bill either on Zillow or online at most assessors offices. If the amount they paid went down, it is likely because they won their appeal.

Typically tax assessment is public information. You can go to court house and ask the clerk that call pull the information based on your neighbor address.
