How can a house that's been going down can have an 18% 30 day increase with no comparable around?

I've been a hose listed for sale where the zestimate has been constantly going down; however, it just went up bi 18% in the last 30 days. There are not listed houses around nor comparable sales in the last months? Did the owners do something to have it valued higher?
