They are publicly available documents, so they are on many county assessor websites. The listing agent usually has opened preliminary title, so they can provide them as well.

CC&Rs are often recorded in the Title Report, so you can check with the Title Co.  However, in my market, homes are moving quickly, so I'd encourage buyers to write the offer...start moving forward, and know that you have built-in time to review Title Reports, CC&Rs etc without penalty.  I've seen Buyer's miss out on home unnecessarily because they "put the cart before the horse."  Good luck!

I would ask your agent. You can usually have your offer contingent on your review of the CC&R's as well.
