Ask the seller. The seller should provide you some type of disclosure on the property and it should contain this information. You might want to also confirm that by calling the roofer or plumber who preformed the services. All of them should have past work orders and they should be able to pull the information by the address. Short of that, have a licensed roofer and plumber take a look at the property.

If you are lucky, that information will be online at the website operated by the city in which the home is located. This information is easily found in the city of Minneapolis website. Otherwise, you will need to take a trip to the inspections office of the city where the home is located and ask to see the file on the property. More than likely permits will have been pulled for the work, which leaves a paper trail in the inspections office. Of course if it appears that work has been done to the property and there is no record of permits being pulled, I would be somewhat wary of the quality of that work, ie home handyman quality.
