I have tried the property appraiser and have been told that there were some shady deals involved with the original home owner and that federal agents are involved.  How can I find out how owns the morgage and try to buy it?  thx

Richard is correct, the clerk of court will have the recording of the mortgage.
The chances of you buying the mortgage are very very slim. Lenders do not as a rule sell this type of paper to the general public. The best bet is to keep an eye on the property and wait for it to be listed with a Realtor.

Visit the website for the Alachua County Clerk of the Court.  According to their website, the Clerk of the Court is the County Recorder where deeds and mortgage instruments are on file.  Using the Alachua County assessor's record for the name of the current owner you should be able to find a mortgage in the same name in the Clerk of the Court's records.  Any document, however, will only evidence who the owner of the mortgage was on the day the mortgage was recorded, as the original note holder could have immediately assigned the mortgage or sold it to another party several times since.  If the ownership is under investigation do you really want to get involved?  If you do will try to buy the property will a title insurance company be able to write a policy guaranteeing marketable title?
