To find what the property value was in 2003 you could go to the Hennepin county property tax website and go back to that year.  Should be able to tell you the tax value at the time.

In order to find the value of a house from 2003 you are going to need to have a historical appraisal completed on the subject property.  This is something that any capable appraiser should be able to accomplish and depending on the availability of historical sales info should be a fairly easy task, not too much different than appraising a property in the current market.

A sales agent would also be able to give you a ball park estimate on value from 2003 but if you are using the appraisal for tax purposes, litigation, divorce, estate planning, you are going to need a licensed appraiser to value the home.

Please let me know if you have any further questions as I am happy to help you out in any way possible.

Best regards, Dave
