Asking the seller to disclose it. High, avg, lowest month.
They can decline as many home owners do not even keep track of their obligations.

In our market it is customary for the listing agent to get the average utility usage for their file.  Often times they will upload into the listing site to be made available to potential buyers.  If you are working with an agent just let them know you would like to get your hands on that, & they can get it to you.

If the utilities companies will  not share the information, have your agent ask the listing agent for the information.     I'm seeing more and more homes where the last year's utilities are presented as part of the package (along with the disclosures), often lying prominently on the counter or table.

Some local utilities will provide the average monthly usage for an address, but increasingly utilities seem concerned with providing that information for fear of violating the current owner's privacy. I would call the local utility and ask about it.

If they cannot share that information, many can estimate what the bill might be based on square footage, home age and family size. You can also ask the current owners what their average bills are. Many are happy to provide that information if you ask.
