How do I know if the property (land, no house) next door is for sale?

I own a house on 3 acres, next door is another 3 acres with no house.  Over the past couple years the property has changed hands several times, each time selling before I knew it was for sale.  The previous owners were there all the time, kept the horses there, put up a fence and a barn, etc.  The current owners are never there, I would love to know if they would like to sell it, but don't know how to go about it.

Get a Realtor involved. They will do the leg work for you and if it is not listed at the present time, they can keep on eye out for you. Let me know if you want help.

Try finding your CAD (Central Appraisal District) to see who the owner of record is.  Once you find that, you can usually get an address or number for them.  If you have trouble doing that, call a local Realtor and they can help you locate the owner of record.  Then keep in touch with them so they remember you when they get ready to sell.

I'm assuming you've tried googling the address to see if it comes up with any for sale info? You should be able to find in public tax records who the owner is and then contact them. If your local area does not have a website for tax records, try calling your local assessor.
