If the home has not been listed for sale it is not available.  If you are looking at a pre-foreclosure it is also NOT for sale.  If it is already foreclosed upon you have to wait until the real estate agent lists it.

Are you sure it hasn't been listed? When I Google the address there is a sign in the swale!

I am assuming you have some reason to want to buy the house. You heard it was foreclosed on, it's next door to your mom's, you are tired of living next to your current neighbor, but want to stay on the same street, ...

My customers have been known to walk up the front door and ask the owner if they are considering selling. I also know folks who have mentioned that someone has told them, If they ever want to sell ... they will buy it. In real estate that last line is viewed as, Yeah, right, for half the market value!

If you are serious, have a contract in hand, with everything filled in, that you can leave with them to mull things over. Of course, don't sign it, unless you're ready to be in a legally binding situation if they accept. Get a real estate attorney to draw it up and advise you of what you're getting yourself into.

During the "boom" where I am, we'd often do that because properties were hard to find. I can even remember telling folks to put their own number in there!

Of course, you can also call your local Realtor and discuss the situation with them. We have been known to approach folks who don't have their properties on the market and ask them if they want to sell!!!

The property is listed as foreclosed on Zillow.  Therefore, if this is accurate either wait for an auction on the courthouse steps or talk with an agent with experience in foreclosures in your area.

Do you have any reason to believe it will be listed for sale?  If not, then you can always walk up to the front door and make an offer.  It had better be a good one... and even then I would not expect success.
