How do home appraisers concider Square Footage?

I live in Twin Peaks, CA(Mountains 6000 ft elevation) All the houses up here are butted up against slopes. We have 600 sq ft of finished 'basement' that has electrical, a 6 x 8 ft window, and a full size door that opens up to the road. The back of the basement and 1/2 of one side is underground the rest has a foundation and is above ground. Is this considered livable sq footage?

I too took the appraisal course for my broker's license. It IS a grey area however, it's arguable... and in CT the MLS counts the sqft of lower level in a raised ranch - my appraisal instructor said he ALWAYS counts it...

 Most appraisers even consider the space in the lower level of a Raised Ranch as non-livable.  When I took all the Appraisal classes for my brokerage license it seems from the Appraiser that taught the class that it was a "Grey Area."

I believe it all has to be above ground, UNLESS the home is what's called a raised ranch, to be considered living area...
