First, do a search in google for the county appraisal district. Example: Dallas Appraisal District. This would yield many results, but look for the official page of the county. Once there, type in the address, and you can expand that information on live pages.

Usual you can go into the public records for one the counties clerk office and cross verify with the property appraisers website who the current owner of a property is.

It's not 100%, but I'd start with www.tad.org.

Hello,

To find out the legal owner of real property, you can go to the county tax website and search property information. You can search by address, the results should provide the name of the legal owner of a property. Keep in mind there are some situations where the owner's name may be confidential. The property could also be titled under a trust, company or Limited Partnership.
