The same way us non-real-estate people become them... approximately 100 "contributions" to threads for a specific area, and that can include pictures, which seem to count more.  Apparently diversity helps as posting to 2 threads seem to arrive at the local expert status about 20 contributions ahead of contributing to only one.

Listings in the selected area also seem to county extra.  And apparently, just having an agent tag gives you a few more points above us non-real-estate people.

They won't publish it as they don't want it gamed, and they like to be at liberty to change the rules at will.  But from the numerous checks I've done on the subject, that is about the range.  I've seen it awarded for as few as contributions, and seen it delayed for as many as 130 contributions.
