I looked up your loan request ID and you stated you have a score of 620 and over 5% for a down-payment. This is acceptable for FHA fiancing. Just because you didn't receive a lot of quotes doesn't mean you don't qualify.

While it depends on what you mean by "fair" credit, the FHA is still guaranteeing loans with as little as 3.5% down and credit scores below those acceptable to commercial lenders. Go to fha.gov to check out their program, and find a mortgage broker who works with FHA loans.
