Which browser are you using?   Some browsers seem to have a problem showing the browse button.    Firefox is the most consistent for working well, IE 8 is close behind, IE 9 a bit worse, Safari and Chrome can be real headaches.   (mobile aps are also in the "pretty poor" category I've been told)
