Dear Ted,
Depending upon the type of problem, the place to start with any complaint is with the Realtor's local board or association.   You should be able to determine that by materials the Realtor has given you -- or you can check yellow pages for the local real estate boards. Call them and give them the Realtor's name and they will tell you if they are a member. The Board will have a Professional Standards/Grievance committee that will review a complaint and then, if they find it a possible violation, they will hear the case with 3-5 realtors (attorneys are allowed to represent both parties, just like a court hearing).    Then the panel can proceed to render a judgment and possible penalties.
This is the first place to start if the sales associate is definitely a realtor.   If they are not a member of any board, then the Florida Real Estate Commission is the place to start, and the procedure is a little different.

2. A "REALTOR" is a member of a professional organization of Realtors. In Naples, the association is called the Naples Area Board of Realtors. You can get thier phone number from directory assistance. http://www.naplesarea.com

1. All licensed agents in Florida are responsibe to the state licensing board: Florida Real Estate Commission. You can search for this on google to see their website for contact information.
