How hard is it to get a mortgage on a beat up prop on west 1st street if I have a NYC prop & NYC job

I'm looking to purchase a multi unit (very old) property in Elmira. It will need to be reworked from foundation up (but I have a contractor and resources) will any of the Elmira banks lend the money?
