In general the rental market is robust. The record forclosure rate has forced countless former owners into rentals. This trend should continue for the near term. Your ROI will depend on location and acquisition price.

As for buying properties right now, it is some of the best real estate values seen in 10+ years, based on averages. If you're talking about property that you already own, then not as rosy, obviously with lower real estate prices new investors are able to have positive cash flow at lower prices. 

With that being said the rental rates for particular areas can differ quite a bit due to no central system tracking all rentals.
