Quick answer;There are different grades of construction running 1-13, see the link provided. 13,not being the unlucky number here, it is the top quality, 1 the lowest grade. Grade 7 is the average.

It most likely depends on the issuing organization.  There are many different construction ratings out there, if you are able to find out who the issuing agency is for the rating you are viewing, you can than look up that agencies rating criteria.
