A room in our house was just permitted as a 3rd bedroom and the information has been entered into the public record but is not being reflected on Zillow.

Zillow frequently gets their data from a 3rd party provider (not the county) and the delay can frequently be there.  When you look at their charts and graphs, Zillow will frequently be 2 months behind the current point in time.

The amount of time varies from outsider observation.

However, you can have a head start by claiming your home on Zillow and editing the data about the third bedroom,.
