Street traffic is a big time value factor in Atlanta. Homes on busy streets are going to suffer in value compared to homes on low traffic streets or cul-de-sacs.  Even in urban areas, street traffic is a very important factor in valuation.

If you are buying, know that the home that looks like a deal is problem priced correctly and your appreciation will not be the same as that of a home on a lower traffic street.

If you are a seller, put in double pane windows and try to mask the traffic sound.  Take this strategy as far as possible to reduce the noise issues.
