RMLS Market Action has the exact answer. They can give you copies of their report from 08 till today. I've found them to be the best source of information. You can subscribe to them on my website, but I'm sure there are other ways to get their information as well.

the actual number is very neighborhood specific, a trusted real estate broker could run the numbers if you had a certain area in mind. Overall, RMLS reports that year over year (Sept 2010-Sept 2011), the greater Portland metro area declined 4.4%. I would gander that the accumulated loss has been 25%-35% overall since 2008. Stats claim that March 2007 was the "height" of our local market.
