That's a tough question. Usually, unless a home is torn down and rebuilt, you'd stick with the original building year. However, some homes are remodeled to the point that only the original studs are left. This home is so similar to new construction, it sometimes is marketed as new.
I don't think Zillow is changing any "built on" dates. Either the owner changes it, or the county records are updated.
