How much to offer?

We live in souther CT and are interested in this condo which we got to know from one of our friends. This is a direct sale and there is no broker involved. Except for the 2 baths that have been done, the kitchen has been  a low cost upgrade with formica and refurbished cabinet doors. It is valued on zillow for 386500 and was bought for 365000. How much should we offer? I dont want to lowball too much. Want to make a full and final offer. Is an offer for 386000 hi or low given that there are no broker commissions to be paid.
