Is the garage attacehed to the house? Is there access from the first floor, second floor? How is the room finished? Sheetrocked? carpet,....How is the room currently being used and what is the functionality?  From a cost perspective, a two car could cost $20k plus approx. $50/ft to finish, but this does not ean that it is worth the cost.  There are several other factors that one should consider.  Hope this helps.
