Streamline is not a program, its actually a process. On FHA streamlines, you can close without an appraisal, income, or assets.
Most lenders have added minimum credit scores requirements to their guidelines, so you will most likely need a 600 credit score or better.
You can close without appraisal and income as long as you are not increasing the base loan amount above and beyond the initial loan amount and all borrowers remain the same.
You can go with any lender that is authorized to do FHA loans.
