This is a really old post, but just to set the record straight, finding out if you are in a flood zone is easy if you are in Harris Co which of course, Houston is. Visit this website and type in your address; you will get a map and it will show you if you are or not. And if you want to check another source, you can call your insurance agent and they will be able to help you.

For Flood zone checking, FEMA website is one of good online systems 
you can go.  Besides, you can have your local real estate professional
to assist you ordering Geological Report which have detail information
for reference too.

I actually had to go through this myself recently, having lived in my home for over 5 years, I suddenly got a letter to let me know I am now in a flood zone.  For those of you that live in Naples, you can go to Naples Fl, Official Website  they have lots of really great information, maps and more.  However, if you are like me and live in a home that is high and dry, you can request a survey to see if your home is subject to flooding, even though the surrounding homes may be underwater, yours may not.

Best way in my epxerience is in the title paperwork.  There are website you can check but for close to 100% accuracy it should be in your title work.....your local real estate professional can assit you...best of luck
O-BTW ask the enighbors that is the quickest and easiet way a sthe enighbors will know if they pay and extra $80-140 a month for flood insurance....best of luck
