Zillow thinks they've answered the question for you; the short answer is this: There is no representative. Until the property is actually foreclosed on, it belongs to the delinquent owner. Typically, owners who are delinquent would rather sell their property than lose it to the bank; the reason that they can't sell is that they owe more than the property is worth.

Most pre-foreclosure properties are not for sale, the status simply means a notice of default has been issued.   The owner may, or may not, catch up financially. blue dot properties are shown on Zillow as "potential listings", which means patience - often great patience until they are available (if they ever are)

Pre-foreclosure means a notice of default or notice of trustees sale has been filed --

Despite what Zillow says about pre-foreclosure properties, you will more than likely have to wait until the home is either listed as a short sale or as an REO.
