That's like trying to make vinegar taste like Coke. Cash does not mean what you think it does, sellers will wait for a better offer or 2-3 weeks longer for a loan to be approved if they can make thousands more. Cash is good if the house will not get a loan because of it's condition.

Things to consider before making a "low ball" offer: How long as the property been on market? What are the most recent sales comparables? Has the price been reduced recently? Is the property vacant or does the owner currently live in there? Is the home owned out-right or is there a mortgage involved?
