Yes, you definately list it as 3950 SF, but make sure you have all the permits in place and report it to the county. Orherwise your homeowners insurance will not cover that part of the house, also, no buyer who works with a good agent would make an offer.

On your Zillow home page, I would list all finished living space that is "conditioned" (insulated/heated). Doing that can also make your Zestimate more accurate.
Appraisals are a little different since they assign different values for above and below ground square footage, but buyers will appreciate seeing all the liveable space. There is more about how appraisers might view that space here.

Is the basement finished space also heated space? If so then yes you can call it 3950 sq ft but an appraiser will assign a totally different dollar amount per sq footage for the basement space.
