Residential Property Managers have a national professional association which provides Education and certifications to members, I am a member and this is an organization which promotes professionalism, you can do a search on thier site at http://www.nnarpm.org. I hope this helps.

It depends on how many properties you have, and the type of property.

There is a website to check out - www.allpropertymanagement.com where you can get quotes.
