Hi Geordie,
In the next few months we will be adding ways for consumers to search for, and find, agents in their local area based on reviews. Last week's launch was just step 1 - to allow consumers to review agents. More to come.
Regarding badges -- As an agent, receiving a good local review counts towards your local expert badge. For non-agents, contributing a review (that passes moderation and is published) counts towards local expert and all-star badges.

I have to say that I think the consumer ratings are a bad thing for Zillow. Zillow is reliant on agent participation. Consumers need to be motivated in one direction or another to leave a rating. Most are usually positive. Only one bad rating from an unreasonable client would have a devastating effect to an agents rating. It could easily be the difference between another potential client picking up the phone or not. some agents will no doubt no longer see the value in putting their listings on Zillow and then the whole system suffers. The goal should be to get everyone involved, not to give agents reasons to leave.
