That means that they have a number of qualified buyers that have submitted offers. Therefore you and all others with offers have to submit by the deadline their highest and best offfer.
The one important key point here is best. You might not have the highest offer, but if you do not ask for closing help and do not have contingencies and or have a loan application in place isntead of just a preapproval plus a higher earnest money deposit they might give it to you. Make sure that you request an inspection contigency even if it is for info bu with right to get out and do not provide a signigicant ernest money until after the inspection is done.

I can't read the time/date deadline. However, HomePath- Fannie Mae has a first look opportunity for Owner Occupies only, usually a certain amount of days initially on the market. If you had already submitted an initial offer that resulted in a highest and best request, then you have 3 choices with your offer: 1. Revise, 2. Resind or 3. stay the same.
